removing content that violates our policies, raising up authoritative sources for news and information, and reducing recommendations of borderline content and harmful misinformation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_policies_exist_to_fight_misinformation_on_YouTube\"><\/span>What policies exist to fight misinformation on YouTube?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Several policies in our Community Guidelines are directly applicable to misinformation.<\/p>\n\n\n\n<p>The <strong>COVID-19 Medical Misinformation<\/strong> policy\u00a0doesn&#8217;t allow content that spreads medical misinformation that contradicts local health authorities\u2019 or the World Health Organization\u2019s (WHO) medical information about COVID-19.<\/p>\n\n\n\n<p>Our guidelines against\u00a0deceptive practices\u00a0include tough policies against users that misrepresent themselves or who engage in other deceptive practices. This includes deceptive use of manipulated media (e.g. \u201cdeep fakes\u201d) which may pose serious risks of harm. We also work to protect elections from attacks and interference, including focusing on combating political influence operations.<\/p>\n\n\n\n<p>We also have a policy against\u00a0impersonation. Accounts seeking to spread misinformation by misrepresenting who they are via impersonation are clearly against our policies and will be removed.<\/p>\n\n\n\n<p>And finally, our\u00a0hate speech policy\u00a0prohibits content that denies well documented, major violent events took place.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_does_YouTube_deal_with_borderline_content_and_harmful_misinformation\"><\/span>How does YouTube deal with borderline content and harmful misinformation?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Content that comes close to \u2014 but doesn\u2019t quite cross the line of \u2014 violating our Community Guidelines is a fraction of 1% of what\u2019s watched on YouTube in the U.S. Our recommendations systems do not proactively recommend such content on YouTube, thereby helping limit the spread of borderline content or videos that could misinform users in harmful ways.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_does_YouTube_determine_what_counts_as_harmful_misinformation\"><\/span>How does YouTube determine what counts as harmful misinformation?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>We have careful systems in place to help us determine what is harmful misinformation across the wide variety of videos on YouTube. As part of this, we ask external human evaluators and experts to assess whether content is promoting unsubstantiated conspiracy theories, or inaccurate information. These evaluators are trained using\u00a0<a href=\"https:\/\/support.google.com\/youtube\/answer\/9230586\" rel=\"noreferrer noopener\" target=\"_blank\">public guidelines<\/a>\u00a0and provide critical input on the quality of a video. <\/p>\n\n\n\n<p>Based on the consensus input from the evaluators, we use well-tested machine learning systems to build models that generate recommendations. These models help review hundreds of thousands of hours of videos every day in order to find and limit the spread of harmful misinformation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_does_YouTube_provide_more_quality_information_to_users\"><\/span>How does YouTube provide more quality information to users?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>For content where accuracy and authoritativeness are key, including news, politics, medical, and scientific information, we use machine learning systems that prioritize information from authoritative sources in search results and recommendations.<\/p>\n\n\n\n<p>For certain types of content that tend to be accompanied by misinformation online, we have information panels that provide additional information from authoritative third-party sources alongside those videos to give you more context to make informed decisions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_does_YouTube_evaluate_what_is_an_authoritative_source\"><\/span>How does YouTube evaluate what is an authoritative source?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>We use a number of signals to determine authoritativeness, including inputs from Google Search and Google News such as the relevance and freshness of the content, as well as the expertise of the source, to determine the content you see in our officially-labeled news surfaces. Additionally, we use external raters and experts to provide critical input and guidance on the accuracy of videos.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_is_misinformation_different_from_disinformation\"><\/span>How is misinformation different from disinformation?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>It\u2019s important to take into account the content\u2019s creator, as well as their intentions, to decide if that content is disinformation or misinformation. If someone shares false information, then it\u2019s misinformation. If someone is deliberately trying to deceive or mislead people using the speed, scale, and technologies of the internet, then we refer to it as disinformation.
